Programme Management Officer – Customs (Temporary)

About the role

The Programme Management Officer (Customs) will support UNCTAD's ASYCUDA programme in Sao Tome, providing functional assistance to national customs services and project teams across Portuguese and Spanish‑speaking African countries.

Key responsibilities

• Assist in the development, implementation and evaluation of UNCTAD/ASYCUDA and Single Window projects.
• Monitor programme progress, analyse reports, identify issues and propose corrective actions.
• Conduct consulting assignments, facilitate workshops and help clients develop change‑management action plans.
• Analyse customs legislation, regulations and procedures for automation and Single Window integration.
• Research, analyse and present information from diverse sources for policy development.
• Support national customs services in preparing functional specifications for system extensions.
• Provide advice on ASYCUDA national extensions and ensure integration with overall customs and Single Window environments.
• Design and conduct surveys, analyse data and prepare conclusions.
• Prepare written outputs such as background papers, analyses, report sections and publication inputs.
• Support consultative meetings, conferences and outreach activities, including training workshops and presentations.

Required profile

• Experience in customs administration, trade facilitation or related public‑sector projects.
• Ability to analyse customs legislation and procedures.
• Strong research and analytical skills.

Required skills

• Knowledge of the ASYCUDA system.
• Familiarity with Single Window implementation concepts.
