Senior Regional Transport Policy Expert

About the role

NTU International is seeking a Senior Regional Transport Policy Expert to support the EU‑funded Technical Assistance to ECOWAS in Transport Governance. The role will drive the development, harmonisation and implementation of transport policies and governance frameworks across the ECOWAS region.

Key responsibilities

• Develop, review and harmonise regional transport policies, strategies and regulatory frameworks.
• Provide technical advice on transport integration, corridor governance and multimodal connectivity.
• Coordinate policy actions between ECOWAS institutions, Member States, regional organisations and development partners.
• Prepare transport policy studies, strategic analyses, technical reports and policy recommendations.
• Support implementation, monitoring and reporting of regional transport strategies and standards.
• Advise on sector reforms aligned with ECOWAS Vision 2050, AfCFTA and integration objectives.
• Facilitate stakeholder consultations, policy dialogue and capacity‑building workshops.
• Integrate climate resilience, inclusion, digitalisation and sustainability into policy design.

Required profile

• Master’s degree in transport planning, public policy, economics, international development, regional integration or a related field.
• Minimum 10 years of professional experience in transport policy, regional integration or infrastructure governance.
• Proven experience in transport or regional integration programmes in developing countries, preferably Sub‑Saharan Africa.
• Experience with international development cooperation and donor‑funded projects.
• At least 7 years focused on transport policy development, regional governance or infrastructure strategy.
• Demonstrated work with regional integration frameworks, corridor development or transport sector reform.
