Senior Institutional Reform / Public Governance Expert

About the role

NTU International is seeking a Senior Institutional Reform / Public Governance Expert to support an EU‑funded Technical Assistance project for ECOWAS transport governance. The role will focus on strengthening institutional capacities, governance systems and public‑sector effectiveness across the West African region.

Key responsibilities

• Conduct institutional assessments, governance diagnostics and organisational reviews of transport‑related entities.
• Develop and implement reform strategies, governance improvement plans and coordination mechanisms.
• Advise ECOWAS institutions and Member States on regulatory effectiveness and public‑sector coordination.
• Prepare institutional analyses, policy recommendations, technical reports and monitoring frameworks.
• Support capacity‑building programmes, organisational development initiatives and stakeholder participation.
• Coordinate with national authorities, development partners and regional stakeholders.

Required profile

• Master’s degree in public administration, governance, political science, economics, law or a related field.
• Minimum 10 years of professional experience in institutional reform, public‑sector governance or organisational development.
• At least 7 years of experience providing governance advisory services or capacity‑development in developing countries, preferably Sub‑Saharan Africa.
• Experience with donor‑funded programmes and international development cooperation.
