Monitoring, Evaluation and Learning (MEL) Expert

About the role

NTU International is seeking a Monitoring, Evaluation and Learning (MEL) Expert to design, implement and continuously improve the MEL framework for the Africa‑EU Space Partnership Programme (AESPP Boost). The role supports policy dialogue, institutional partnerships and innovation across the African space ecosystem.

Key responsibilities

• Develop and maintain the programme’s monitoring, evaluation and learning framework, including indicators, baselines and data‑collection protocols.
• Lead evidence consolidation, impact assessment and reporting for donor‑funded, multi‑partner initiatives.
• Provide technical guidance on results‑based management and data analysis to project teams.
• Support the preparation of proposals and strategic documents for the AESPP Boost project.
• Collaborate with EU and African stakeholders to ensure alignment with funding requirements.

Required profile

• Master’s degree in evaluation, statistics/data science, development economics, social sciences or a related field (or equivalent professional experience).
• Minimum 8 years of professional experience in monitoring and evaluation, results‑based management or applied data analysis.
• At least 4 years of experience designing or operating MEL frameworks for donor‑funded or complex multi‑partner programmes.
• Excellent command of English; working knowledge of French or Portuguese is an asset.
